Construction of Freeway TR9/1 Windhoek - Hosea Kutako International Airport

Project Overview

The project commenced with a feasibility, environmental and social impact assessment review of a route for a 45 km long freeway between Namibia’s capital, Windhoek, and the Hosea Kutako International Airport. This feasibility study also included HDM-4 project analysis of various road links (analysed as a network) for phased implementation.

The Namibian Government subsequently included the construction of the freeway in the National Development Plan and Harambee Prosperity Plan programs. SMEC’s appointment was then extended to carry out detailed design for the 45 km long dual carriageway freeway. Geometric design included ten interchanges of varying complexity with twelve twin-spine prestressed bridges. Also included were the structural design and supervision of road-over-road, road-over-rail, and several river bridges. The road traverses rolling terrain, requiring the construction of over 4,5-million cubic meters of cut-to-fill over a 10 km long section.

Construction started in 2016 on the first phase of the freeway, as a southern bypass of Windhoek. A second construction phase commenced in 2019, and a third and last phase of construction to commence mid-2021. SMEC is appointed to carry out construction supervision on all three phases, simultaneously. The second phase is co-financed by African Development Bank, and the last phase is financed through a Chinese Government grant to Namibia, requiring contract administration to three different financing agencies' requirements.

VKE's Role

VKE, part of the SMEC group, was appointed in 2011 to carry out the feasibility study, and subsequently, engineering design and contract administration for the upgrade to dual-carriageway freeway of Trunk Road (TR)9/1 between Windhoek and the Hosea Kutako International Airport.

The assignment covers overall project management, fieldwork, data collection and analysis, including survey, traffic engineering, geotechnical investigations, prospection and coordination of EIA and EMP development. Engineering design by SMEC comprised of drainage design, geometric design, pavement design, structural design, design reporting and contract documentation. Contract administration of FIDIC Red Book and Bank Harmonised FIDIC contract and construction supervision also form part of the engagement.

Namibia’s international airport will benefit from a new road link.

A new road link will improve the transport connection between Namibia’s capital, Windhoek, and the country’s Hosea Kutako International Airport. The 21 km road link will be built by the Chinese contractor Zhongmei Engineering Group.

The dual carriageway project will cost US$66.4 million and the word includes building two bridges and three interchanges. One of the interchanges will be at the airport itself while the other two will be at Sonnleiten and Dordabis. The project is being managed by Namibia’s Road Authority while the consultant for the work is a local firm, VKE Namibia.

Construction of the new dual carriageway will improve transport between the capital city and the airport. This project will provide a significant boost to tourism as well as providing better transport for personnel involved in the country’s mining industry, both important parts of Namibia’s economy.

The first phase of the project will be for an initial 10 km stretch of the road and is expected to take three years to build. Financing for the work is being provided from Chinese sources.

The contract for the work had been awarded previously but the project stalled due to a number of complications.

Namibia: Second Phase of Airport Road Project Started in May 2022

WORK on the second phase of a project to upgrade the road between Windhoek and Hosea Kutako International Airport (HKIA) has started in May.

The second phase of the project is financed through a grant of more than N$1 billion from the Chinese government.

The contractor is Zhong Mei Engineering Group, which is a Namibian-registered Chinese-owned company, and the consultant is VKE Namibia Consulting Engineers under the supervision of the Roads Authority.

Speaking at the groundbreaking ceremony for the new phase of the project on Tuesday, minister of works and transport John Mutorwa said the phase involves the construction of the third and last section of the road as a dual carriageway.

Mutorwa said this phase starts at the Dordabis interchange and continues towards the HKIA, covering a distance of about 22 km.

"I have been informed that the scope of works of this phase includes the construction of 21,3 kilometres of dual carriage freeway, three interchanges two river bridges and drainage structures," the minister said.

He said the project would provide ample opportunity for supplying and subcontracting specialised works to local small and medium enterprises and subcontractors.

Mutorwa said the road was a huge investment which would significantly contribute to the socio-economic growth of the country and would serve many generations to come.

"Furthermore, local subcontractors on the project will be exposed to technological advancements through skills transfer which may result in positive economic growth for the nation as a whole," Mutorwa said.

He said he had been informed of 270 jobs which would be created for Namibians during the construction period of this phase.

Roads Authority chief executive officer Conrad Lutombi this week said the construction is expected to be completed by September 2024.

По словам министра, этап 2B, который финансируется правительством Китая на общую сумму 1035 млрд намибийских долларов ($63,90 млрд), является третьим и последним участком строительства дороги в соответствии со стандартами двухполосного движения и, как ожидается, займет 36 месяцев.

«Намибия позиционируется как ворота для импорта и экспорта в и из не имеющих выхода к морю соседей в регионе САДК (Сообщество развития Юга Африки), и правительство Китая помогает нам в расширении нашей дорожной сети», — сказал Джон Муторва.

Он уточнил, что, как только весь проект будет завершен, он принесет следующие преимущества автомобилистам, а именно: повысит мобильность и безопасность за счет снижения количества лобовых столкновений, а также снизит число конфликтов между пешеходами и автотранспортными средствами. Кроме того, произойдут сокращение бедности за счет создания рабочих мест, передача навыков и расширение прав и возможностей местных подрядчиков, снижение эксплуатационных расходов транспортных средств.

Подрядчиками проекта стала зарегистрированная в Намибии китайская фирма Zhong Mei Engineering Group вместе с местными субподрядчиками, а консультантом будет VKE Namibia Consulting Engineers под надзором Управления дорог. Проект рассчитан на создание примерно 270 рабочих мест, а также на обеспечение последующих технологических достижений в стране за счет передачи навыков.

Выступая на этой церемонии, временный поверенный в делах посольства Китая в Намибии Ян Цзюнь сказал, что поддержка строительства проекта участка дороги 2B была предложена правительством Намибии и одобрена посольством Китая, чтобы помочь Намибии стать логистическим центром на юге Африки.

«Проект был официально подтвержден и подписан между нашими правительствами в Пекине 29 марта 2018 года», — сообщил китайский дипломат, добавив, что после завершения проект, несомненно, улучшив проезд транспорта, будет способствовать развитию Намибии в целом.

Генеральный директор Управления дорог Конрад Лутомби подтвердил, что первый этап проекта должен быть завершен к июлю этого года, второй этап завершится в сентябре 2023 года, а последний этап — к сентябрю 2024 года.

В Намибии продолжается забастовка рабочих, нанятых китайской компанией China Henan International Cooperation Group (CHICO) для работ по расширению дороги B1. Причиной забастовки, по словам строителей, стало отсутствие реакции их работодателя на жалобы о плохих условиях труда.
