A QUICK SUMMARY OF BOTSWANA, NAMIBIA & SOUTH AFRICA'S GOVERNMENT POLICIES AROUND TRAVEL

For inbound travellers the following COVID-19 travel regulations are in place as of 14 December 2021.

Botswana is open for travel. All in-coming travellers (including ones that have been vaccinated) are required to produce a negative COVID-19 test that was obtained not more than 72 hours before the time of departure in the country of origin to Botswana.

At the arrival port of entry all travellers will undergo a cost-free Rapid COVID-19 test to gain entry. No official statement on the implementation of a vaccination certificate requirement for entry has been made yet.

Namibia is open for travel. All in-coming travellers (including ones that have been vaccinated) are required to produce a negative COVID-19 test that was obtained not more than 72 hours before the time of departure in the country of origin to Namibia. Namibia has also implemented the Trusted Travel System, where guests will need to have their test results checked and approved online by the Trusted Travel System prior to arrival.

South Africa is open for travel. All travellers (including ones that have been vaccinated) are required to produce a negative COVID-19 test that was done not more than 72 hours before the time of departure in the country of origin to South Africa.

GETTING A PCR TEST IN EACH COUNTRY BEFORE DEPARTING HOME 

All the major centres of Botswana, Namibia and South Africa now offer very efficient PCR testing facilities for travellers requiring a test before flying home. Given the turnaround times of a PCR test this usually means having to overnight in a major centre before flying out.

We are pleased to be able to offer an in-camp PCR testing service for guests staying in any of our Botswana camps or at Kwessi Dunes in Namibia. The in-camp testing service costs $310 per person in Botswana and NAD 5,950 per person at Kwessi Dunes for a minimum of 2 people in a group. The cost per person decreases for larger groups requiring in-camp testing as a significant portion of the cost is to cover a charter flight or transfer for a nurse. Allow a 24-hour turnaround time to receive results with the PCR certificates waiting for guests on arrival at Maun or Windhoek airports.

Namibia: further relaxation of COVID-19 restrictions

Namibia further relaxed the country's COVID-19 regulations for the next 30 days, president Hage Geingob announced on 15 October 2021.

Speaking in his 35th public briefing with regard to the COVID-19 pandemic, Geingob said the number of people permitted at public gatherings will be increased up to 200 from the previous 150 while the curfew time which was previously at 11:00 p.m. local time will be suspended altogether.

Restrictions related to nightclubs, gambling houses, betting houses and gyms will see those entities operating at half capacity, the president said.

He said the decision comes after cabinet met earlier this week and made deliberations.

"With the trend of declining COVID-19 positive cases, decreasing hospitalizations and deaths in the country, the cabinet met this week to deliberate on the next dispensation of the public health regulations." "Informed by available data and consistent with the approach of evidence-based decision-making, I will today announce further relaxation of the measures in our national response," said Geingob.

The new regulations will be effective from 16 October 2021.

Zambia: Mayukuyuku Bush Camp newsletter

We hope you are all okay despite this horrid Covid continuing. Here in Zambia most people have now had their first vaccination with the second in September / October.  We have today got a new President which is wonderful news – all calm in town which is also good news. I am now back in camp after a long time stuck in the UK.  My journey was pleasantly uneventful. I got a local travel health clinic in Sussex, UK to do the Covid test for travelling which came back the next day, I had an airline ticket that could be easily changed and off I went, arriving Friday June 18th. A few extra forms to fill in at the airport but it was very smooth and professional - took my temperature on a wide screen TV, a few questions, handed over the COVID PCR copy letter and I was through formalities – all very easy. Masks are still being worn in all public areas and with the Delta variant, some places have had to close and wedding guests limited once again but generally in Zambia, life is very normal.  More tests before coming home but that is a long way off so I am not stressing about that just yet.

I am very happy to report that the Kafue National Park has been taken under the wing, on a one year (hopefully to be formalized as 20 years) trial, by African Parks. This is the best ever news for us and all lodge owners appear to be delighted. There was another big meeting a few weeks ago at Mukambi and The Kafue Park Operators Association (KPOA) had contacted us about our requested priorities. For us, we requested early grading – now all done and an excellent job, burning of firebreaks to be back with the responsibility of the camps, not the grader driver!  No more collaring, no more game capture, better patrols (although poaching in our area is not really an issue), it is, however still around on the park boundaries, between the camps the request list is long – so watch out for my next newsletter for an update on how they have got on.

For the camp it was obviously a quiet year in 2020 but 2021 has picked up a bit with local visitors and some Internationals. These times, if there were funds, you can do major work on the camp but none of us knew it was going to happen and “battening down the hatches” was the only option.  As many of you are aware, we split the staff into two teams, so 9 went off duty without pay for a month and then returned for a full month, swopping alternatively.  None of them complained as they all understood the worldwide situation and fortunately with farming etc. some had a chance to extend their home ventures.

The 2020 was quiet, despite a lot of local marketing – we had bits and pieces of business and we put our prices as low as we could in the form of “specials” but it was tough for everyone in the industry. Many camps did close completely, some pushed on, as we did, some went under. The fact we are one of the most accessible camps made a difference so it was mostly weekends we had guests for overnight stays but you cannot live off that.

The assistance to businesses in Zambia was nothing like what was on offer in the UK and on my return in June 2020 to the UK, I applied for a “Bounce Back” loan from Nat West – our UK business bank.  I have to say how impressed I was with their phone service and the simple online application – I filled it all in and sent it on a Friday, the money was in the Kafue Camps account on Wednesday! So for the months when we could not meet the salaries, fuel and food, this money was a life saver!  Obviously it has to be paid back but it gave us some breathing space.  We are not “out of the woods” yet but business with the locals is picking up with lots of public holidays, (known as Long Weekends) around this time of the year.

Sightings have been very good with the drives, walks and boat cruises we are doing.  The elephants are prolific and there were Lion in the campsite last night but I don’t think the campers were even aware!  Two weeks ago around dinner time a Leopard came into the workers compound and took 2 shoes – one from each pair that Dominic (guide) had left outside his house to dry.  The Leopard then returned for a 5 litre container!  I think he thinks he is a hyena!  Also about the same time, we had 2 Lions at the campsite and they had killed a baby Hippo right by the campsite lounge area.

A rare sighting was a Honey Badger – about only the 4th sighting since we started in 2006. This was on the road into camp. On the first week in June we had a sub adult Lion in camp also. For those of you who are keen birders, we had our first sighting of a Buff Spotted Fluftail which is very rare indeed – this was near the entrance to camp. Yesterday Dominic saw two Cape Clawless Otters by the dining room in the river and about three days ago a male Leopard was seen on Cheetah Loop and was very calm with the vehicle – he was calling for a mate. We had Pangolin sightings but these I don’t advertise generally on newsletters due to the high poaching situation.

Finally we had, in the late rains, a pride of Lions on the beach and also a Lioness has been seen with 2 cubs.  Good to see we have some youngsters to grow up in the area.

In the time of writing this newsletter, we have had some other excellent sightings of our two male Lion brothers on Zamloop behind the camp, an otter taking on a very large crocodile and also various good photos all taken by a new young client Iain Macdonald from Solwezi area of Zambia. Finally just now, 2 Lioness from the boat a few minutes ago and a Leopard on the bank the day before when guests were fishing.

South Africa relaxes its regulations | Южная Африка упрощает правила

With declining COVID-19 cases, South Africa relaxes its regulations.

Following a decrease in new COVID-19 infections, South African President Cyril Ramaphosa placed the country on level 3 lockdown from July 25’th 2021. With this announcement restaurants, pubs, bars, and fitness centres have reopened, and inter-provincial leisure trips resumed. The sale of alcohol for on-site consumption is also allowed until 8 p.m.

Promisingly the vaccination effort in the country is gaining traction. A first vaccination dose has been given to over 10% of the population. From September 1st, the government will significantly raise vaccination rates by allowing people aged 18 to 34 to be vaccinated. This effort is made possible by increased supply: "We are scheduled to get roughly 31 million doses from Pfizer and Johnson & Johnson in the next two to three months," stated President Ramaphosa. He also said, “This has been possible through close collaboration between government and the private sector and with the active support of other social partners."

News from Zambezi Collection: Zambia's Covid19 testing, Chundukwa & Simalaha Horse Safaris

A RETURN TO THE WILD

ZAMBIA IS OPEN FOR REGIONAL & INTERNATIONAL TOURISM!

CLARIFICATION OF ZAMBIA'S COVID-19 TESTING & QUARANTINE REQUIREMENTS AT POINT OF ENTRY.

Zambia's Ministry of Foreign Affairs circulated a revision to the tourism industry on 28 May 2021, clarifying the Covid-19 testing and quarantine requirements at point of entry for our visitors deemed from "High Risk" countries.

Please take note of the below protocols when traveling to Zambia:

° All scheduled and non-scheduled international flights to all Airports are open.

° All passengers coming from international flights need to present negative SARS CoV-2 PCR test result. The test should be conducted within the previous 72 hours.

° Entry screening will be conducted at all airports. All travellers entering the airport will be subjected to temperature and symptom screening.

° In addition to the above, all travellers deemed from "High Risk" Countries will be tested for Covid-19 by PCR test upon arrival into Zambia (approx USD$50.00 per person subject to change, payable by the traveller). The revision states that travellers who receive a negative result or have proof of vaccine will be exempt from 14 day mandatory quarantine.  

The list of "High-Risk" countries that will be required to undergo SARS CoV-2 PCR testing on arrival are as follows - as stated by Ministry of Foreign Affairs & ZNPHI. The list will be reviewed and updated regularly.

I hope this message finds you in good health and spirits? We are happy to report that we are in fine fettle despite having endured drought, flood, earthquake, fire and plague – both locusts and Coronavirus – all in the past 36-months. It would seem the ancient Chinese curse … may you live in interesting times … is playing out in full.

As always first and foremost is to express our heartfelt gratitude to you for your brilliant support and encouragement through these character building times. We are touched and motivated by your enthusiasm and positive reinforcement for that which Ongava does and believes. While we were disappointed by the treatment Africa camps and lodges experienced since lockdown we understand the one-sided consumer protection legislation provides their justification.

In the absence of any state support the Africa camps and lodges set about rescuing their businesses. Sadly, this cost cutting entailed mass retrenchments of loyal colleagues. For Ongava we reduced the remaining staff wage bill and remain on reduced wages for the foreseeable future. To squeeze out the funds to the bare minimum overhead all non-critical activities were suspended, capital projects frozen and bank debt commitments re-negotiated. At the same time we reinforced protection of the wildlife. To avoid security personnel contracting COVID-19 the Reserve has remained in lockdown. We are relieved that no Ongava or Ongava Research Centre staff member has tested positive to date.

The vaccine rollout has allowed Ongava to review lockdown and partially open from June 2021. On April 15th 2021 we announced following fourteen months of closure we’re thrilled to share that we are back in business; emerging from suspension of services Ongava will be taking our first tentative steps into reactivating hospitality on Tuesday June 1st, 2021. Our goal is to get one, possibly two camps off life support and standing on their own two feet. Once we achieve the first two camps becoming financially self-sustaining we’ll review opening additional camps.

The Ongava team is closely monitoring the ongoing Covid-19 developments worldwide as the health and welfare of our guests, staff and their families will at all times continue to be our primary concern. Whilst the pandemic remains official Ongava hospitality services will operate in Safe Mode. We would like to share with you some of the additional procedures that we have implemented to give you peace of mind when returning to the Ongava Game Reserve.

We have always focused on strict sanitation procedures at all our properties, and in light of Covid-19, we are following the advice issued by local government and incorporating all updates issued by the World Health Organization (WHO) and the Centres for Disease Control (CDC) into our policies.

Our lodges have been designed with space and exclusivity in mind and therefore the public spaces such as the dining area allows sufficient space for social distancing and all our guests will be advised to practise safe social distancing protocols.

Our team further understand that it is crucial to take extraordinary measures to stay healthy and to respond to new requirements and expectations. Therefore, every member of the Ongava team is provided with ongoing training on sanitation and social distancing protocols with more comprehensive guidelines given to guest-facing staff and our housekeeping team.

Ongava Safe Mode

We are confronted with a radically changed landscape that requires adaptation to survive. The following will apply for the duration of Safe Mode:

° Initially Ongava Lodge and Little Ongava will welcome all guests 

° Bookings made at Anderssons and at Ongava Tented Camp will be offered to change to Ongava Lodge or upgrade to Little Ongava.

° Priority will be awarded to fully paid bookings.

° All Bookings that do not have a deposit paid to Ongava at twenty-one days prior to check in will be released. 

° Full payment of published rates prior to arrival qualify for 2,5% discount.

° Ongava is happy to waive Cancellation Penalty up to 48 hours prior to check-in at accommodation, in connection of a COVID-19 related termination: COVID-19 cancellation is related to border closures or suspected illness of the guest. The guest(s) in question will need to provide reasonable support for the failure to travel. Please refer to Ongava General Information Manual [pdf, 354kb] cancellation policy for full information.

°° No Shows are charged in full, irrespective of any circumstances.

°° Travel Insurance remains a condition for booking Ongava, for your peace of mind ensure that you are insured for COVID-19 and related issues, both health and travel insurance, no exceptions will be entertained or granted.

° As always, and particularly during the pandemic we encourage responsible behaviour – regardless of vaccine status no person is 100% immune to COVID-19. Ongava is intolerant of transgressors that pose a hazard to fellow travelers, guides, pilots, hospitality and game reserve staff.

° Ongava Safe Mode is the modus operandi for the business for the duration of the official World Health Organisation SARS-CoV-2 Pandemic. As conditions change Safe Mode will be reviewed periodically.

The 21-day threshold

° Firstly, we (the caretakers of the land and wildlife) hold most of the risk.

° In the Pandemic travel uncertainty there are myriad “what if’s” affecting international travel. Through the fog of uncertainty Ongava seeks to have a fairly accurate idea who is arriving in three weeks’ time i.e. before we incur the direct costs such as diesel, food etc.

° What happens on the booking sheets prior to the three week practical threshold is largely abstract and theoretical. What we are focused on is preparing for the Guests that are actually going to Check In, and ensuring their stay exceeds their expectations in every respect.

° Were we to continue our old system we would discover the evening of their booking that a guest does not materialize. Of course, we’ll attempt to levy cancellation penalty – but we see these are rejected the past 13 months. Neither does travel insurance stump up. This will be ruinous for our business. It is a risk that Ongava is not prepared to take. When we book hotels in Europe, UK, USA we have to pay in full at time of booking, Ongava is applying the same at 21-days prior to Check In.

° While postponing bookings seemed to be the smart response at the time, on account of the continued Pandemic uncertainty, we expect only one in five bookings on our system to materialize. Ongava cannot afford to have four-fifths of our rooms “booked” and not travel – Safe Mode is designed to clear the committed from the maybes.

° We cannot risk opening for “maybe” bookings: one-fifth of our 2021 bookings is equivalent of 9% occupancy across the four properties and 18% occupancy if we can fit all of them (unlikely) into Ongava Lodge and Little Ongava. We have to try and sift the maybe bookings out so that we can try to sell the distressed space last minute.

° As we have experienced neither are Deposits reliable either. We are unable to find another way, other than full payment, to achieve the need to determine which booking is real versus the unreliable bookings.

° Being paid in full before a booking arrives is perfectly reasonable. This is not about advancing cash flow, it is 100% about being fairly paid for the actual guests that we do host. Where bookings are in competition for space we need to secure the booking that is most likely to travel. We do that by requesting payment in full. The guest that is prepared to pay gets the booking.

° Free cancellation up to 21-days prior to check in and receive full refund: 

° for fully paid bookings, should their situation change prior the 21-day threshold, and they cannot travel for any reason, the guests can choose to postpone (Ongava retains the payment) and honour current year rate for any future year postponement (barring seasonal rate changes). Or,

° Where guests choose to cancel, their payment will be returned in full. So long as Ongava has 21-days (or more) to try to resell the distressed beds. As opposed to zero days to remedy the situation were the previous system perpetuated when we discover on the day of Check In that the Guests do not show up.

° To reiterate: Free cancellation for any reason with full refund for bookings that are confirmed (paid in full) in advance. However, once the 21-day threshold has passed on a confirmed (paid in full) booking the normal escalation penalties apply (exceptions where the specific COVID-19 exceptions are met):

We are under no illusion that travelling in a time of Covid-19 poses many challenges, but we're here to tell you that travelling to Southern Africa may be easier than what you may realise. So, if you’ve been craving the sanctity of Namibia's vast and empty spaces, South Africa's rich biodiversity or Botswana's iconic Okavango Delta, then you may want to scroll down to discover what travel tips, tricks and regulations to look out for when planning your next trip to Africa.

Where have our clients have started their self-drive safaris?

We've seen a promising rise in overlanding escapes since March 2021. Most of our clients have collected their campers from our South African or Namibian depos this year. We've also managed to accommodate clients traveling all the way into Zambia.

Our clients have come from far and wide to embrace Africa's beauty.

Without the added factor of flights, we've seen South Africans enjoy the high accommodation availability, low tourist densities and lower travel rates across Southern Africa over the last two months. We've also seen people venture to Africa from Germany, Switzerland and various other countries as the risk of Covid-19 continues to subside in Southern Africa and many other areas around the globe.

The state of Covid-19 in South Africa

Despite the negative press South Africa has received around the world regarding the Covid-19 variant first detected in South Africa (B.1.351), the country’s active cases have declined substantially since early 2021, with new infections also relatively stable. What’s more, contrary to initial concerns, the country has not seen an increase in cases since the Easter period. We are happy to report that around 292,623 South Africans have already been vaccinated, with the government aiming to have 40 million individuals vaccinated as soon as possible.

International travel

South Africa reopened for international travel on 1 October 2020, with flights available at the following airports: OR Tambo International, King Shaka International, Cape Town International, Kruger Mpumalanga International and Lanseria international. Current airlines flying to South Africa include: KLM Royal Dutch Airlines, Air France, Ethiopian Airlines, Emirates, Lufthansa, Edelweiss Air, Swiss Air and Virgin Atlantic.

Traveling in and around Southern Africa

South Africa opened its land borders in 20 different locations in February 2021, including access into Botswana, the Kingdom of Eswatini (formerly Swaziland), Namibia, Mozambique and Zimbabwe. From what we understand, extra staff have been deployed at borders and a ticket system is in place to limit congestion and Covid-19 tests being done at the border.

Health screening and Covid-19 protocols upon arrival in and departure from South Africa

You will need to download, print and complete the Traveller Health Questionnaire no more than two days prior to your arrival in South Africa. The same applies for departure. Upon arrival, you will need to provide a valid, printed certificate of a negative Covid-19 PCR test, obtained no more than 72 hours (three days) from the time of departure for South Africa. You will be expected to undergo screening for any Covid-19 symptoms or for potential contact with people who have been infected. There is no set mandatory quarantine period upon arrival in South Africa.

Travellers may be required to take a Covid-19 PCR test prior to departure and provide additional documentation depending on the requirements of your specific destination. Covid-19 PCR tests are readily available in South Africa – these tests typically have a 24 hour turnaround time.

What if I’m vaccinated?

Now that Covid-19 vaccines are widely available, many potential travellers are asking whether they’ll be required to undergo Covid-19 tests. Although vaccine passports are under consideration, the answer remains unclear as experts still need to assess the data around vaccine efficacy. For this reason, no traveller will be exempt from a country’s set Covid-19 travel protocols.

Namibia has been a favourite overlanding destination during the pandemic, and for good reason. With just over two million people in a country of 800,000 square kilometres, the country has the world’s second-lowest concentration of people after Mongolia. What’s more, Namibia’s 4X4 off-road trails are a veritable utopian playground of 4X4 adventures for off-road enthusiasts, and offer peace-of-mind with the promise of pure isolation.

International travel

Currently, airlines flying into Namibia include: Ethiopian Airlines, Lufthansa, Eurowings and Qatar Airways. Arrival by air is allowed into Windhoek International Airport as well as Walvis Bay. At present, all countries are allowed to travel to Namibia, and travellers arriving in England from Namibia will not be required to quarantine for 14 days.

Health screening and Covid-19 protocols upon arrival in and departure from Namibia

Good news! You can now choose to provide either a Covid-19 PCR test OR an Antigen Rapid Diagnostic (ARD) test upon arrival. In both cases, the test needs to have been conducted within seven days of arrival.

Travellers will also be expected to submit their full trip itinerary and screen for signs of Covid-19 symptoms upon arrival. A negative COVID-19 test certificate, conducted within 48 hours of departing Namibia if your country of origin requires it.

Note: Covid-19 testing in-country is limited to a certain number of tests per day. All testing needs to be pre-booked and appointments must be made in advance.

International travel

Botswana started a phased reopening of international borders from 9 November 2020, after which air travel resumed at Sir Seretse Khama International Airport in Gaborone, as well as Maun and Kasane International Airports.

Airlines currently flying into Botswana include: Private charter flights, SA Airlink, Air Botswana, Quatar Airways and Ethiopian Airlines. Most road borders are open into Botswana and Martins drift has been the most popular with our clients, this border has been relatively quiet and easy to cross.

Health screening and Covid-19 protocols upon arrival in and departure from Botswana

Like in South Africa, arrivals are expected to present a valid Covid-19 test conducted within 72 hours of departure for Botswana. If you are arriving at Maun Airport, a Rapid Antigen Test (free of charge) is also required upon arrival, of which results will be available within 15 minutes.

When preparing to leave Botswana, travellers will be required to undergo a PCR test 24 hours prior to departure. This can be done via one of the following options: 

1. Arrange in-camp testing. A qualified practitioner will fly to a traveller’s camp or lodge to conduct a PCR test. This has to be booked 26 hours in advance for a minimum of two guests.

2. Conduct a PCR test in Maun or Kasane Airport. Again, booking is essential and tests results will be available within 24 hours.

South Africa is open for tourism | ЮАР открыта для туристов

At last, some fantastic news in the long and difficult year that is 2020 – South Africa’s president, Cyril Ramaphosa, announced last night that the country’s borders would be fully open to all international travellers. The red list of high-risk countries has been removed with immediate effect.

We are ready to welcome all of you back to our shores, and can assure you that the South African tourism industry has the safest possible COVID protocols in place. All you are required to do is provide on arrival a valid certificate of a negative test which was obtained not more than 72 hours before the date of travel.

We know that some of you may not yet be able to travel due to your own country’s lockdown rules, but while you wait we are preparing enthusiastically for your return. This has been a challenging time for the tourism industry and we couldn’t be happier to see the light at the end of this dark tunnel.

Sable antelope

When we first encountered this magnificent bull at Ongava in mid-August former Etosha National Park Deputy-Director (Chief Warden) Pierre du Preez remarked "that guy is a traveler – he was caught twice escaping of Kaross and picking a fight with the breeding bull on the farm Kaross was banned to the eastern sandveld, moved to Okaukuejo / Olifantsbad area and will hopefully settle now on Ongava".
